Meet Your Instructors
Peter Graham
Peter Graham is the Branch Chief for the AMLOC Program and has been a member of the Auxiliary since 2015.
He is an instructor for both the In-class and Moodle (virtual) classes for AUXLAMS, AMLOC, and AULOC.
Peter has held leadership positions at both the Flotilla and Division Levels. He has also held a Division Chief position for the Training Directorate for Directorate Services.He also works with the International Directorate as Branch Chief NORTHCOM.
Peter was born and raised in Canada. He is a licensed Professional Engineer with degrees in Chemical Engineering and Bio-Chemistry. He has grown children and family living in Canada.
He joined the Canadian Coast Guard Auxiliary while an Engineering Student during its initial year of operation in 1979. He was one of 259 members in that initial operational year. He was a Crew Coxswain at 3 different units for 35 years as well as holding various leadership roles in Unit/ District and Regional levels. He served for 37 years before a work transfer brought him to the US.Since joining the Auxiliary he has participated in the Recreational Boating Safety Program as a Vessel Examiner, Program Visitor and Public Education.He has been certified as a Coxswain, AUXOP, and Leadership Level 4. His focus currently is to support the Leadership Development Program.
Professionally he has worked in the metal container industry ( food/ beverage/general line and specialty) for over 45 years through various roles in Operations, Research and Development, Quality, Technical Services and Continuous Improvement.
He is proud that he has been certified as a Coxswain in both the US and Canadian Coast Guard Auxiliaries and has crewed on all 5 of the Great Lakes plus Georgian Bay and Lake St Clair. He has a General Class Amateur radio license.
Peter lives with his wife Tammy and their son in Rockford, Illinois. He has 2 grown children and 1 grandchild living in Canada.
J. Cliff Neve
Cliff Neve is the Director of Cybersecurity (DIR-Y) for the Coast Guard Auxiliary, where he is responsible for defending the Auxiliary Enterprise IT Infrastructure and supporting the Active Duty Coast Guard in defending U.S. maritime interests from cyber threats.
Cliff previously served as Deputy Director for Y and in the C-Directorate at the Division Chief and Branch Chief levels. He has also served as a Branch Assistant in the Public Affairs Directorate and he is the Immediate Past Division Commander for the Fantastic Fourth Division in District 7, covering Lake County, Daytona Beach, New Smyrna Beach, and Sanford, FL.
Following graduation from the Coast Guard Academy in 1993, Cliff was commissioned as an Ensign in the United States Coast Guard, and during his 20 years of active duty, he served in assignments including Operations Officer in Coast Guard Cutter BRAMBLE; Executive Officer of Electronic Support Unit Seattle; Radio Systems Division Chief at the Telecommunications and Information Systems Command (TISCOM); Presidential Communications Officer and Deputy Chief Information Officer at White House Communications Agency; Assignment Officer at Officer Personnel Management; Assistant Program Manager for C4ISR in the Acquisitions Directorate; and Acting Deputy Commander at Coast Guard Cyber Command. He retired in 2013 as a Commander (O5).
He is qualified as a Vessel Examiner, Program Visitor, Instructor, Marine Environmental Education Specialist, and Telecommunications Operator and is AUXOP, Leadership Level 4, and Auxiliary Public Affairs 1 certified. His education includes a Master of Science (MS) in Electrical Engineering from the University of Washington, an MS in Information and Cyber Leadership from the National Defense University, and a BS in Electrical Engineering from the Coast Guard Academy. He holds multiple cybersecurity certifications, including CISSP, CCISO, and CISA, and is a Project Management Professional (PMP).
Thomas J. Mullally
Thomas J. Mullally joined the United States Coast Guard Auxiliary in April of 2005. Mr. Mullally rose through the ranks from Flotilla Commander, Division Vice Commander, Division Commander, District Staff Officer - Member Training, District Captain - East, District Chief of Staff, District Commodore for Ninth Western and is now the Past Deputy National Commodore for Atlantic West. Mr. Mullally is also a coxswain and patrols southern Lake Michigan in his 35 ft Silverton.
Credentials include: AUXOP, Coxswain, Vessel Examiner, On-the ground and Zoom/Moodle instructor, various marine safety certifications, Level 5 Leadership, On-the ground and Zoom/Moodle instructor.
After working in the technology field for several large corporations, government agencies and his own computer retail and consulting business, Mr. Mullally now works for the Village of Evergreen Park as the IT Manager. Mr. Mullally has 53 years with the Evergreen Park Fire Department and concurrently holds the position of Division Chief / EMT with 43 years as a paramedic.
Mr. Mullally is a certified Hazardous Materials Incident Commander. He holds certifications to teach CPR, First Aid and those first responders assigned to Weapons of Mass Destruction incidents. Mr. Mullally was an auxiliary and part time police officer for many years and a medic on a tactical response team.
Mr. Mullally also is an FAA certified drone pilot for the Village of Evergreen Park.
