Flotilla 51 member, Mr. Malone is the October 2024 D13 Auxiliary of the Month in recognition of his outstanding service and dedication to the United States Coast Guard Auxiliary. Throughout his tenure, Mr. Malone has exemplified the highest standards of professionalism, leadership, and commitment, achieved numerous certifications and contributed significantly to the success of his flotilla and the wider Coast Guard community.
Mr. Malone has demonstrated exceptional competence by earning multiple certifications, including the Auxiliary Operational Device(AUXOP), Vessel Examiner (VE), Recreational Boating Safety Program Visitor (PV), and Auxiliary Instructor (IT), Ceremonial Color Guard (CCG), Telecommunications Operator (TCO).In addition to his technical skills, Mr. Malone completed specialized courses such as the Auxiliary Leadership Competency Course Levels 1, the Auxiliary Communications Specialty Course, and the Marine Safety Ribbon 7 courses. His commitment to excellence is evident as he awaits final approval for the Auxiliary Prevention Outreach Specialist qualification.
Amid challenging circumstances, Mr. Malone stepped up to take on the role of Secretary of Records and Communications FSO during a period of significant turnover within the flotilla, showcasing his leadership and resilience. Drawing from over 30 years of experience in Coast Guard and government environmental regulation, he was also entrusted with the responsibilities of District Staff Officer for Marine Safety.

Flotilla 51 member Jeffrey Zavada is recognized for his ongoing support of Flotilla 51 members and of the Auxiliary. Mr. Zavada took the position of Vice Flotilla Commander and immediately contacted all Flotilla members to create training and fellowship opportunities that led to the creation of two Personal Flotation Device loaner stations. As the Flotilla Staff Officer for Member Training, Mr. Zavada inspired, by example, members to become instructor-qualified, and of those qualified, three received the Public Education Service Award. His Vessel Examiner/Program Visitor activities inspired 3 members to receive their VE/RBS/PV Service Award, 3 members received the Century Award and two received their RBS award.
Mr. Zavada completed his AUXOP qualification and inspired a second member to also achieve their AUXOP. He completed his Boat Crew qualification and actively guided 2 other members in their Crewman Quals. These efforts in member training led to Flotilla 51 winning the Auxiliary District 13 Highest Unit Training Hours Award. Mr. Zavada is a very valuable member of Team Coast Guard!

Flotilla 52 Member Joseph Giammona is recognized for his outstanding achievements. Upon joining the Auxiliary, he completed all required BQ2 and core requirements in thirty-six hours of receiving login access. He has completed all PA3 coursework and is awaiting his PQS and oral board to be AUXPA3 qualified. He has obtained VE and MDV certifications quickly. He has completed the Crew Academy and was certified as Boat Crew in June. As ADSO-PB he helped in publishing two D13 Newsletters and as FSO-PB he created the Flotilla 52 newsletter "High Tide".
We greatly appreciate all Joseph has done to support the Auxiliary. Joe is a team leader for the D13 Honor Guard. He has led multiple Honor Guard PA activities including posting colors at D-train and other community events He is team member of the weekly SAR vest inspections at Coast Guard Station Siuslaw River in which the team received a CG Meritorious Team Commendation award in April 2023.
Joe Giammona currently holds offices of VFC, FSO-PB, FSO-PA and ADSO-PB. His certifications include Boat Crew, Vessel Examiner, Program Visitor. He is a very valuable member of Team Coast Guard!

Scott Philben is a talented Instructor and Information Systems Officer demonstrating a positive attitude which is well received at both the Division and Flotilla levels. He is currently mentoring many members of Flotilla Eugene as well as developing an online tutorial for other flotillas in Division 5 on the basics of Auxdata II. Scott's eagerness to instruct and help members is demonstrated by the continued welcome response he receives from delivering the Auxdata II tutorial, with plans on more advanced tutorials on Auxdata II. Along with this, Scott has utilized Auxdata II by preparing many spread sheets and reports for the Division 5 commander, the Flotilla Eugene commander, Flotilla Staff Officer Member Training, and Flotilla Staff Officer Operations in Flotilla Eugene.
Within Flotilla Eugene, Scott supports the coxswains with obtaining patrol orders, works with all members to send in their 7029 for monthly activity and guides new members on their Auxiliary journey. Scott has also volunteered on the budget committee for Division 5, and continually seeks ways to be of assistance at the Division level. Scott's calm and inviting demeanor has cultivated a learning atmosphere within Division 5 becoming an invaluable asset who continually engages members in their learning of leadership, information systems and Auxiliary career path.

Jenny Shea has been exceptionally supportive of the Public Affairs activities
in the Treasure Valley area of Idaho over the last year. Her activities have included establishing a Flotilla Partnership between Depoe Bay (Flotilla 05-03) and Boise (Flotilla 11-04). Through her direct efforts, the Boise Flotilla has been able to interact with and learn from another Flotilla increasing the Boise Flotilla's knowledge and fellowship opportunities. Also, during this time, Jenny Shea enhanced the Boise Flotilla's Public Affairs mission. Jenny initiated a discussion with the US Coast Guard Boise Recruiting Office to offer Public Affairs supporting their recruiting efforts. Her dedication to supporting the active duty resulted in the creation of brochures that introduce and give an overview of the Boise Flotilla. She created an event schedule and drove around the Treasure Valley area posting informational fliers about the US Coast Guard and their recruiting opportunities. Through her local agency outreach, Jenny has formed several relationships which will benefit not only the Boise Flotilla, but the US Coast Guard as well.
Jenny Shea plans to continue to oversee the growing relationship between the Boise Flotilla, US Coast Guard Auxiliary, and local agencies by working to find more opportunities to support the US Coast Guard through 2023. Over the last several months, as Member Trainer, Craig Hartman has spent countless hours providing training for the new Flotilla Commander. Just a few of the many items he covered were the Flotilla Commander responsibilities, procedures, various forms, and additional resources. Meanwhile, he continued to work with all members and their schedules to ensure they were up to date with their training requirements. He supports members seeking training options. When crew members were struggling to obtain their yearly patrol hours locally, he identified opportunities with the Eighth Division Tri-cities Washington and Lake Pend Oreille Flotillas. This has kept the struggling boat crew operations going. It also increased camaraderie across multiple Divisions.Craig Hartman holds a second office of Flotilla Communications. Over the year, he worked on rebuilding the antenna for HF communications and has been engaging members to re-certify their equipment. He in constantly seeking new missions that offer members opportunity to participate and grow.
In addition to his above offices, he took on the responsibilities of the Flotilla Diversity Office that was suddenly vacated. He followed through with the requirements and submitted the NACO Three Star Award for Excellence in Diversity for the Boise Flotilla.
Craig Hartman is well of knowledge that he graciously shares with the flotilla. This in turn promotes continual improvement. We greatly appreciate all he has done to support the Auxiliary.

Flotilla 51 Member Daniel McCarren is recognized for his outstanding achievements since joining the Auxiliary on January 27, 2021. On 31 January Daniel completed his AUXCT courses and the BQC modules. He has already taken and passed 33 courses in the National Testing center.
In March Daniel was appointed the FSO-DV officer. He helped the Flotilla earn the NACO three-star award for the first time ever.
In April and May Daniel was certified as a Vessel Examiner and Program Visitor. He proceeded to conduct 130 VEs/PVs and earned his first VE/RBSVP performance award. Daniel also completed all the requirements for AUXOP status.
He assisted in the NBSW Vessel Examination event and was awarded a certificate from the Division 5 Commander. Daniel assisted in creating a new life jacket loaner station. He participated in a local paddle craft event which was held on the water.
Daniel hold the following certifications: AUXCT, MDV, VE and AUXOP, he also holds the following offices: FSO-DV and ADSO-PA-S. Daniel McCarren is a very valuable member of Team Coast Guard.

Flotilla 22 member Dale Vodicka has been in the Auxiliary almost 40 years (since 1982) and is still contributing!
He has accomplished the amazing feat of obtaining eight National Safe Boating Week proclamations in and around the Seattle area for 2021. These included eight cities in King County, WA., many of those along the shoreline of Lake Washington. The safe boating partner cities include Shoreline (which is on the
Puget Sound), Lake Forrest Park, Kenmore, Bothell, Kirkland, Medina, Bellevue, and Renton. Mr. Vodicka was instrumental in obtaining all these proclamations and virtually attended six presentations in uniform. He also made sure the other presentations were covered. It should be noted Lake Forrest Park recently passed a law requiring life jacket wear. Mr. Vodicka believes he and the Auxiliary were instrumental in educating the city of Lake Forrest Park about life jacket safety, closely working with them over the years.
In 2019, Mr. Vodicka obtained nine proclamations in that area! In 2020, he was the committee chair to set up the Seattle International Boat Show booth as SO-PA, including scheduling watchstanders.
Recently, Mr. Vodicka helped instruct an online PE class and has participated in multiple community outreach events with VSCs and in-person education. He also conducted a mandatory VE workshop seminar for his Flotilla.
Dale holds the following competencies: Boat Crew Coxswain, Instructor and Vessel Examiner, he also holds the following offices: SO-PA, SO-MA and FSO-VE. Dale Vodicka is a very valuable member of Team Coast Guard.

Flotilla 84 Member Kathleen Goodwin is recognized for her outstanding Public Relations activity. Upon the COVID restrictions being lessened, she immediately went to work promoting “Safe Boating Week’ (SBW) and “Wear It” campaigns throughout her local communities.
She provided the artwork and arranged for a local car dealer to display the “Wear It” PFD Campaign on an electronic billboard on busy Highway 95 in Coeur d’ Alene, ID. She also obtained a SBW Proclamation from the Mayor of the City of Coeur d’ Alene, while simultaneously providing and arranging for the local “Nickels Worth” to publish a SBW article. She then arranged for two local “Super 1” Supermarkets (Hayden and Coeur d Alene, ID) to distribute over “1000 SBW / Wear It” Flyers that were stuffed into bags along with the items purchased by their customers during SBW.
She and another Auxiliarist rode the local Coeur d’ Alene “City Link” bus, wearing their life jackets for several hours on “Wear Your Life Jackets to Work Day”, spreading the safe boating word to the many passengers. She participated in a joint “Access to Outdoors” event at the Silver Lake Mall in Coeur d ‘Alene, along with the Kootenai County Sheriff’s Department Marine Patrol Deputies to promote SBW.
Kathy is active in many community organizations and obtained a photo, which was published locally, of the entire “Coeur d’ Alene Triathlon Organizing Committee, including Kathy, wearing life jackets during SBW. Kathy also participated with the US Submarine Vet’s during a Memorial Day wreath laying at Honeysuckle Bay in Hayden, ID.
Kathy holds the following certifications: MDV, VE, AUXOP, FPRINTTECH, BCCOX, AV, TCTAUX, AUXCT and IT, she also holds the following offices: IPDCO, SO-OP, SO-PA, FSO – PA, FSO HR, FSO OP and FSO MA. Kathy Goodwin is a very valuable member of Team Coast Guard.

Flotilla 44 member Randall Zempel hit the ground running and completely renovated our Flotilla Website, and began producing excellent Flotilla and Division 4 Newsletters. Randall utilized his considerable skill and experience in Computer Science and Public Affairs as a member of the Los Angeles Sheriff's Department, and made his newsletters professional-looking, and wrote smart and interesting articles about the Auxiliary. Randall also continues to make himself available for any volunteer opportunities that we can come up with, and suggests ways to improve our Flotilla and Division. He currently holds offices as FSO-PA, SO-PB and SO-CS. Randall Zempel is a very valuable member of Team Coast Guard!

Marcus Smith is recognized for outstanding service during the period of 2019-2020 while serving as Flotilla 62 Training Officer and Division 6 Training Officer. During this period Mr. Smith displayed exceptional competence and ability by effectively replacing the hot water and lighting system at Station Cape Disappointment. He effectively led a group of volunteers in refurbishment of the Coast Guard 36’ Motor Lifeboat which proudly sits on display at Station Cape Disappointment. He skillfully provided guidance in upgrading the training room and administration building and repaired an inoperable entrance gate
to the Station. He offered his service to the Station as an observer so that the Station’s
shipmates could enjoy a Christmas Party night out. At the request of LT Jessica Shaffer, Station Cape Disappointment Commander, he provided his Operational Facility, with crew in backup status, so that the unit personnel could enjoy a “morale” day on MT. Hood. Displaying expert technical skill, he skillfully led a group of Auxiliarists in a major refurbishment of the mess deck at Station. This effort was brought to a dramatic halt by the COVID-19 event.
Throughout this time frame he attended weekly briefings at Station and participated as a
Tours Guide of Station Cape Disappointment. Auxiliarist Smith was involved in events
which included: Black Lake Fishing Derby for kids, Blessing of the Fleet, Loyalty Day
Parade in Long Beach, 4th of July Parade in Ocean Park, 4th of July Fireworks patrol in
Astoria, Wreaths Across America, Crossing the Bar classes, Boating Safety Classes,
Ocean Beach Hospital Health Fair, a Rod Run event in Ocean Park, annual Buoy 10
Ramp Duty and the Astoria Boat parade and Regatta. Mr. Smith attended and passed a
five-day National SAR Coordination and Execution course (SC&E) offered by the Coast
Guard at Camp Rilea in Warrenton, Oregon, thus completing requirements for his
AUXOP Status, which is the highest status an Auxiliarist can achieve.
Mr. Smith’s effort saved the Coast Guard a substantial amount of money by providing
530 hours hrs. of Active Duty support, Mr. Smith contributed 117 hrs. of training and 17
hrs. in PA events. Mr. Smith’s diligence and devotion to duty are most heartily
commended which is in keeping with the highest tradition of the United States Coast
Guard and the United States Coast Guard Auxiliary.

Flotilla 7-12 member Patrick Wolcott is recognized for his exceptional support of the District's Food Service Program. From 30 August to 02 November 2019, Patrick supported culinary operations aboard the USCGC Healy. His 65-day assignment addressed a shortage of Battle Cook positions and included the preparation and service of 18,630 meals to the crew and civilian personnel. This represented 69% of the meals prepared.
Patrick also spent time learning storage, spoilage prevention techniques, and preservation of fresh fruit and produce while underway for extended periods of time. Additionally, he studied and attended the ship's provided training classes toward earning the qualification of Basic Damage Control Watch Stander.
Patrick currently holds the office of VFC and has the certification of AUXFS. He is a very valuable member of Team Coast Guard!

Flotilla Boise, Idaho member Scott Prestel should be recognized for his outstanding leadership during all of 2019. He has made a tremendous impact on the success of the Auxiliary, his Flotilla and Division in Southern Idaho. He recently earned PA3 Certification, which is an arduous AUX certification to obtain. Here is a list of other accomplishments with involves several realms of being an outstanding Auxiliarist: Achievement of Recreational Safety Boating Device 2019; Achievement of Public Affairs Specialist (PA3) Certification; Boise Flotilla Commander for (2019); ADSO-PA-East Office for (2019); ADSO-PV-East Office for (2019); New Program visitor stations established in Canyon County, Idaho; Coordination of City of Boise Proclamation (National Safe Boating Week) with Boise Mayor David Bieter; Coordination of State of Idaho Proclamation (National Safe Boating Week) Signed By Idaho Governor Brad Little; Coordination of NBC News Channel 7 "Viewpoint Program" with reporter Doug Petcash feature interview with Boise Flotilla Member Ron Fritz on history of U.S.C.G. Auxiliary in Idaho; Coordination of "Where's Larry" morning news segment on National Safe Boating Week with Weatherman Larry Gebert (NBC News Channel 7). Boise Flotilla was featured; Composed "Late Season Boating Safety" article published in Idaho World Newspaper (August 2019), full page article with photos; Composed "Ron Fritz Service and Hollister Award" article for Alert 11 Bellingham, Washington U.S.C.G Auxiliary Newsletter (July 2019); Coordinated first ever Boise Flotilla Litter Clean Up Project at Lucky Peak Lake with Army Corp of Engineers; Coordination of numerous Boise Flotilla Public Affairs events including: Payette Lake Old Wooden Boat Show, Waterfowlers Of Idaho "Youth Day" and assisted Boise County Sheriff's Office with kids water safety obstacle course as part of "Idaho City Days"; Built partnership with Boise Cabelas and participated in recreational boating safety events at the local store.

Thomas Bliss Transferred to Flotilla 45 in a time of great need. He brought great skills and enthusiasm to a Flotilla suffering from the current situation of understaffing and continuing retirements.
In a very short time, as a Member he was providing Member Training presentations of the highest professional level, all done with his own classroom training equipment utilizing his skills as a professional instructor. He has provided this exceptional training in both the Classroom and On Water environments.
His vitality and desires to reenergize the Auxiliary staffing situation has paid great dividends. We are now finding ourselves benefitting with an upswing of new volunteer members. His enthusiasm is infectious.
Tom had a personal drive to develop the Gig Harbor area as a site for another Flotilla. He volunteered his services to becoming the Gig Harbor Detachment Leader. He obtained the use of the facility; “Arabella’s Landing”, where we now hold training meetings each month. The goal of which is to Fast Track new members in their Qualifications and thereby establish the membership structure required to form a standalone Flotilla.
Tom has been so well received by all the members of Flotilla 45, Bremerton, that he was elected to be the new Flotilla Commander for 2019.
Along with these heavy administrative loads, Tom provides Coxswain leadership to our Boat Crew Members, along with providing a vessel that is perfectly suited to perform Maritime Observation Patrols and training.
Professional Education and Training of our members is the benefits of a career of Maritime skills and qualifications which fits well in the scope of Coast Guard Auxiliary programs.

Flotilla 52 Member Brad Hooper is recognized for outstanding Operational Support serving as a Communications Watch Stander at USCG Station Siuslaw River for the past seven years. On the morning of 26JUN19, The entire crew of Station Siuslaw River assembled for quarters to acknowledge Brad as its unanimous candidate for Sailor of the Quarter for the period of 01APR through 30JUN2019. The Sailor of the Quarter is an honor voted on by the personnel at the station and recognizes the contributions of individual service members for outstanding performance and support of the Coast Guard and its missions at the station level. It is peer driven and rarely awarded to Auxiliary Members. Brad was selected for his service to the crew and trainer of new crew members for their COMMS qualification. BMCS Jay Nilles,OIC Station Siuslaw River, prepared and presented the award. Nilles read the accompanying citation which stated, in part, "You have served as a positive role model with your passion and commitment to the unit. With your devotion, the unit is able to better staff the boats for quality training which helps us to ensure our mission readiness. Your countless hours mentoring in the watch room have truly helped several members through their certification process. We can't thank you enough for all of the hours you have selflessly volunteered your time to make Station Siuslaw River a better place." Additionally, Brad is one of the founding members of the Flotilla 52 Color Guard and currently serves as its Team Leader. The Color Guard has performed at Division 5 COW events and several Funerals and Burials at Sea. He recently lead his team in the Burial at Sea for Flotilla 52 Member Tony Rebello. His certifications include BCCREW, IT,VE,WS,TCO and FPRINTTEC. He currently holds the offices of VFC, IPFC, Division 5 SO-CM and FSO-IS. Brad was the first Auxiliary Member to work aboard Station Siuslaw River when the Florence Detachment was established in 2012 and has paved the way for several others. He is the longest standing member of Station Siuslaw River and an invaluable resource for the Command Staff. Brad is also the Florence Detachment Leader and recently appointed as AUC for Station Siuslaw River. He is the epitome of Operational Support and a shining example of a force multiplier for Team Coast Guard!

Flotilla 62 member Daniel "Dan" Dimick is recognized for his exceptional contribution to the communications community including Auxiliary, Active Duty, state and national programs. Through SHARES NW he procured a no-cost tower, has reserved free tower space and power with back up generator to install an Auxiliary repeater which will vastly improve the Auxiliary's communication program capability. Using his communications expertise, Dan continually mentors members in the TCO qualification, four to date with three to four scheduled in the coming months, ensuring a trained cadre of this critical communications resource. He participates weekly in the USCG District 13 Contingency Communications Net with Sector Columbia River on 81 A and also supports Region communications by joining California Auxiliary members in HF activities such as ALE, FLDIGI and voice weekly. As an attendee at the state-sponsored Communications Academy in Seattle he impressed FEMA and other emergency response organizations with his communications expertise. His communications expertise is recognized by the Auxiliary with Dan's appointments as ADSO-CM (North), SO-CM, FSO-CM, SO-CS and FSO-CS. In addition, he holds the certifications of IT, MANTR and TCO and has just completed his AUXOP requirements. Through his recruitment efforts we have two new Auxiliarists and he is currently recruiting several more individuals. Dan Dimick is a very valuable member of Team Coast Guard!

Flotilla 12 member Tammara “Tammy” King is recognized for her exceptional contribution to the Auxiliary as the District 13 Color Guard Program Manager. The Color Guard has represented the Coast Guard and Coast Guard Auxiliary at conferences, parades, changes-of-watch, and memorial services throughout the District as well as performed in front of the Governor of Washington, U.S. Army Chief of Staff, and every District 13 Commander for the past ten years. In addition to her Color Guard duties, Tammy has served in a number of elected and appointed offices at the flotilla, division, and district levels. Her certifications include Boat Coxswain, Qualification Examiner, Vessel Examiner, and Fingerprint Technician. Tammy King is a very valuable member of Team Coast Guard!

Flotilla 32 member Leigh Ewbank currently serves as the Division 3 Vice Commander and was elected Division Commander for 2019. Through his civilian employment with Alaska Airlines, Leigh has significantly contributed exemplary service to our community by coordinating 18 Honor Flights. These important events serve to transport veterans to Washington, D.C., and visit monuments on the Capitol Mall that honor their service and sacrifices. Leigh works extensively with the Honor Flight Program’s staff, Alaska Airlines, U.S. Department of Homeland Security, and the Department of Veterans Affairs to coordinate airline flights, transportation, boarding assistance, and honors rendered to World War II, Korean War, and Vietnam War veterans as they make the trip to our nation’s capital. For some, it will be the last airline trip of their lifetime. As a dedicated Auxiliarist, Leigh also serves as the Ombudsman for Sector Puget Sound and holds the offices of the Division 3 Staff Officer - Navigation Services (NS) and Finance (FN). Auxiliarist Leigh Ewbank is a very valuable member of Team Coast Guard!

Flotilla 32 member Craig Brown is recognized for his outstanding support to the USCG Auxiliary as the District 13 Liaison to the United States Power Squadrons (USPS), a position he has held since 2008. As such, he has participated in many RBS outreach activities with the USPS, Oregon State Marine Board, Washington State Parks Boating Program, Sea Scouts as well as local police and fire departments. In addition to his USPS liaison duties, Craig has held various elected and appointed offices in District 13 and currently holds the offices of Flotilla Staff Officer for Navigation Services (NS), Program Visitor (PV), Vessel Examiner (VE), and is the Rescue and Survival Systems Officer for his unit. His qualifications include Aid Verifier (AV), Instructor (IT), Program Visitor, and Vessel Examiner. Bravo Zulu for a job well done!

Flotilla 24 Commander and Division 2 Vice Commander-Elect Debra Alderman is recognized for her outstanding achievements in Public Affairs. For the past three years, she has served as the project officer for public tours at the USCG Alki Point Lighthouse in West Seattle. During that time, Debra and her team of Auxiliarist volunteers welcomed 7,822 visitors from around the country and around the world. In addition, she has been instrumental in outreach events across South Seattle, meeting with representatives of the local Girl Scouts, Sea Scouts, Muslim Association of Puget Sound, and the University of Washington Waterfront Activities Center to learn how the Auxiliary can meet their Recreational Boating Safety (RBS) needs in 2019. In addition to her FC responsibilities, Debra holds the Materials (MA), Publications (PB) and Public Education (PE) staff offices for her flotilla, serves as the Division 2 Public Education (PE) staff officer, and is qualified as an Instructor (IT), Vessel Examiner (VE), and RBS Program Visitor (PV). Auxiliarist Debra Alderman is a very valuable member of Team Coast Guard!

Aide to the Commodore (D-AD) Jan Jenne is best known as the District 13 Conference Coordinator, having coordinated conferences for at least six Commodores. She joined the Auxiliary in 2002 while living in the Seattle area and transferred to Eastern Washington shortly thereafter. Currently a member of Flotilla 84 in Coeur d’Alene, Idaho, she has served as Flotilla Commander (FC), Vice Flotilla Commander (VFC), Division Staff Officer - Human Resources (SO-HR), and in several flotilla staff officer positions. Jan currently serves as Flotilla Staff Officer - Finance (FSO-FN) and Public Education (FSO-PE) for her flotilla, and holds Auxiliary Aids to Navigation Verifier (AV) and Instructor (IT) certifications. A former certified Boat Crewmember, she is one of three Auxiliarists who recently received the Association for Rescue at Sea Chairman’s Award for providing medical assistance to a severely injured person on Wanapum Lake in September of 2017. Bravo Zulu for a job well done!

Flotilla 11 member Margaret “Maggie” Albert is recognized for her consistently outstanding performance as the District Staff Officer - Finance (DSO-FN). For several years, Maggie has closely monitored the collection and expenditure of dues paid by our members to fund activities at the District, Division, and Flotilla levels, served as the Financial Advisor for the District Ways and Means Committee, and assisted District leadership on financial matters. More recently, she led the effort to develop and present training for finance and elected officers at the Fall 2018 District Training Session that was very well received. In addition to her DSO-FN responsibilities, Maggie is very involved in presenting water safety classes at several elementary schools in her hometown of Bellingham, WA, and holds Aids to Navigation Verifier (AV) and Instructor (IT) certifications.

Flotilla 11-04 member Ed Leckert is recognized for his outstanding contribution to the Auxiliary Food Service (AUX-FS) program in District 13. He has volunteered more than 380 food service hours in 2018 working at MSU Portland, Base Seattle, Station Cape Disappointment as well as on the USCGC Steadfast during the Portland, Oregon, Rose Festival. Since joining the Auxiliary in 2016, Ed has completed more than 50 Auxiliary Courses and has earned the advanced Auxiliary Operational Device (AUXOP). In addition to his AUXFS duties, Ed also holds the offices of Assistant District Staff Officer - Diversity (ADSO-DV) for the Eastern Area, Division 11 Staff Officer - Information Services (SO-IS), and Flotilla 11-04 Staff Officer - Information Services (FSO-IS) and is a certified Vessel Examiner. Auxiliarist Ed Leckert is a very valuable member of Team Coast Guard!

Flotilla 22 member Jeanne Suchodolski has served as the District Legal Officer (DSO-LP) since 2013 and Assistant Chief Counsel-Pacific Area since 2014. In these roles she drafts and negotiates many different types of agreements with States and private entities as needed to support Auxiliary missions, and provides legal advice to Auxiliary leadership. In her Assistant Chief Counsel role, Jeanne supervises a team of six attorneys from Alaska to Arizona, and Montana to Guam, covering not only D13, but D11, D14, and D17. Her Assistant Chief Counsel duties further include providing much of the intellectual property legal support nationwide. In that capacity, she’s worked on everything ranging from licensing music for performance by Auxiliary bands, to licensing comic book characters to support National Safe Boating Week. Jeanne’s also served as an Aux Air copilot and as boat crew.

Flotilla 78 member Henry Phillips is recognized for his outstanding accomplishments as District Staff Officer - Member Training (DSO-MT). He has actively and consistently promoted completion of the required Auxiliary Core Training (AUXCT), encouraged mentoring of Flotilla MT officers by more senior staff officers, ensured that the District 13 MT webpage contained the latest MT updates, kept the Human Resources (HR) staff and elected officers well informed of MT issues, and personally congratulated every member who achieved a new certification or completed a training course. Henry also played a key role in developing and presenting the highly successful HR training course at the District Conference in February. In addition to his DSO-MT responsibilities, Henry holds the offices of MT and HR for his flotilla. His certifications include Instructor and Vessel Examiner. Bravo Zulu for a job well done!

Flotilla 32 member Neil Christenson is recognized for his outstanding service as the District Staff Officer - Secretary/Records (DSO-SR). He has demonstrated an exceptional ability to produce comprehensive and accurate records of business discussed at the District Executive Committee (EXCOM) and Board meetings. This required attention to detail, understanding of issues discussed, and the confidence of District leadership. In addition to his DSO-SR position, he holds the office of Branch Chief - Leadership Outreach on the Auxiliary’s national staff and Division 3 offices of Communication Services, Program Visitor, Secretary/Records, and Vessel Examiner. His certifications include Telecommunications Operator and Vessel Examiner. Auxiliarist Neil Christenson is a valuable member of Team Coast Guard!

Flotilla 66 member Doug Kroll is recognized for his significant contribution to the Oregon State Marine Board’s Boating Safety Education Program. He recently donated 36 hours attaching boating safety messages to 6,700 whistles that will be given by law enforcement officers to boaters who don’t have the required sound producing devices for their vessels. These whistles will also be distributed during state and USCG Auxiliary boating safety events. Doug’s participation in this important program is sure to make an impact on boating safety on Oregon waters. He currently serves as the Division 6 Commander, is the Auxiliary’s National Clergy Support Program Division Chief, and holds flotilla and division offices. His certifications include AUXCS, IT, MDV, and AUX-PA1. Auxiliarist Doug Kroll is a valuable member of Team Coast Guard!

Flotilla 78 member Dan Kienle is recognized for his outstanding contribution to the success of the District 13 website. As the District Staff Officer - Communications Systems (DSO-CS), he has worked tirelessly to provide important announcements on the website’s home page, implement notices of changes to the District programs, and maintain the Easy Reports and ANSC-7017 electronic reporting systems. Dan has a reputation as one who never hesitates to assist members having difficulty accessing or obtaining information from the website. In addition to his DSO-CS duties, Dan also holds the offices of Division 7 Commander (DCDR), IPFC, SO-CS, and FSO-CM. His current certifications include IT, MDV, VE, CPR, and TCO.

Flotilla 53 member Mary Lee is recognized for her outstanding performance as a Vessel Examiner. Averaging a drive of 100 miles per outing, Mary has taken advantage of this summer’s hot weather and produced 758 Vessel Safety Check (VSCs), primarily at lakes and reservoirs in the central Willamette Valley. This accomplishment places her number one in District 13 and third in the Auxiliary nationally. In addition to the VSCs, Mary has recorded 193 Marine Dealer Visits and nearly 100 hours of Public Affairs missions in 2018. Auxiliarist Lee serves as her Flotilla’s Staff Officer for Publications, holds certifications for Vessel Examiner, Marine Dealer Visitor, Fingerprint Technician, and Telecommunications Operator, and is the recipient of six VE/RBSVP Service awards.

Flotilla 66 member Ed Kairis is recognized for his outstanding coordination of Auxiliary support provided to Coast Guard cutters participating in the Portland Rose Festival Fleet Week in 2017 and 2018. He arranged for Auxiliarists to conduct cutter tours, thereby relieving active duty crew members of those responsibilities. This required close coordination with active duty officers on the cutters, soliciting Auxiliary volunteers, and establishing tour staffing schedules for all cutters. In addition, Auxiliarist Kairis is a member of the Navy League and arranged social event invitations for active duty cutter crew members during their stay in Portland. Ed is a former Flotilla Commander, Vice Division Commander as well as District Staff Officer and is currently a qualified Assistant Pollution Investigator.

Division 10 Commander Jon Wells was contacted by a representative of the National Park Service on 12 August requesting assistance following a boating accident with fatalities on the Yellowtail Reservoir in Big Horn Canyon near Fort Smith, MT. A large multi-engine fast boat had hit the canyon wall and exploded. Orders were quickly obtained from Sector Puget Sound for Jon and two other Auxiliarists to maintain a perimeter around the accident scene the next day with PWC OPFACs while Park Rangers searched for survivors and remains. The PWCs were also used to search coves and shallow areas where other larger vessels could not reach. Jon’s professionalism, qualifications, and availability on short notice produced an excellent example of interagency cooperation involving the Coast Guard Auxiliary in areas where the active duty Coast Guard does not have a presence. In addition to being a DCDR and qualified PWC operator, Jon is also certified as an Instructor, Vessel Examiner, Telecommunications Operator and Fingerprint Technician, holds the offices of SO-CS, FSO-FN, FSO-HR, FSO-MT and ADSO-HR.

Mike Allert, a member of Flotilla 12, is recognized for his outstanding performance as the Auxiliary’s Point of Contact for the Seattle Seafair Festival hydroplane races and air shows. Beginning in February, he represented the Auxiliary at the Seafair planning meetings, solicited Auxiliary volunteers and operational facilities, arranged for facility moorage, and coordinated regatta patrol assignments with the Active Duty Coast Guard. Thanks to his years of experience with Seafair and ability to work with others, the Auxiliary was well represented throughout the six months leading up to and during festival activities on the first weekend in August.
In addition to serving as the Flotilla 12 FSO-OP, Division 1 SO-OP and ADSO-OP for the Northern Area, Auxiliarist Allert serves as the AUC for Station Seattle and is the Alternate ASC for Sector Puget Sound. His certifications include AUXSCE, AV, BCCOX and IT. Mr. Allert is a valuable member of Team Coast Guard!

Ronald Buckley, a member of Flotilla 24, is recognized for serving as a Legal Instruments Examiner at the Regional Exam Center in the Seattle Federal Building for the past twelve years. Examiners are responsible for providing administrative assistance in the processing of applications and associated documentation for merchant mariner credentials. Auxiliarist Buckley spends 10 hours each Thursday correcting pilot exams and has 5,300 Marine Safety hours recorded in AUXDATA. He also serves as an Auxiliary Fingerprint Technician and Vessel Examiner, and is studying for his final life raft inspector exam as well as preparing to recertify as a boat crew member. Mr. Buckley is a valuable member of Team Coast Guard!

Flotilla 73 member John Stuhr is recognized for his dedicated support to the DIRAUX office in Seattle. John has worked over 850 hours including eight trips to Seattle in the last year supporting DIRAUX. When Auxiliary Affairs Specialist Charles Claytor retired last August, John was appointed the leader of the Auxiliary support team. From September 2017 until February 2018 he was responsible for ensuring all Auxiliary member qualifications, awards, offers for use, certificates, and correspondence were processed in a timely manner. John has been instrumental in training and supporting the new Auxiliary Affairs Specialist hired in February. He has also written several procedures that aided in training the new staff and will continue to support DIRAUX as needed. John is currently responsible for broadcasting the Underway message from the Commodore and messages from the Director of the Auxiliary to all District 13 Auxiliary members. John is also active as a Boat Crew Member, Air Crewman and Vessel Examiner, and holds the offices of FSO-HR, FSO-IS, SO-IS, ADSO-AV, and DSO-IS.

Deborah Heldt Cordone, Public Affairs Specialist and FL52 member, is recognized for her Public Affairs assignments both for active-duty Coast Guard and Auxiliary. She has worked over 1,400 hours this year with nearly a thousand hours in Public Affairs. The lion's share of those hours have been augmenting active-duty at STA Siuslaw River and Sector North Bend, with various assignments mostly generated via their request. She takes photos, writes press releases, produces videos and helps maintain two active-duty social media sites. Earlier this year, she completed an assignment taking aerial photos of Coast Guard Stations along the Oregon Coast, aboard an MH65D helicopter. More recently, she was assigned primary photographer for Sector North Bend Change of Command, CAPT Mullen's last military flight, as well as COCs at STA Siuslaw River and Umpqua River. She received an Achievement Medal from CAPT Mullen in front of crew minutes before he departed on his last flight. Also in July, a unit photo she took of Sector North Bend personnel became part of the National Coast Guard Art Exhibit at Coos History Museum. She is currently assigned as an FSO-PA, FSO-DV, SO-PA (Division 5) and DSO-PB doing a thorough job in all areas, particularly as editor of the D13 newsletter BUOY 13. She also initiated and administers the new public D13 Facebook page and assists with the private D13 FB group.

Flotilla 51 member Mike Barnard is recognized for his Auxiliary Clergy Support (AUXCS) activities in Coast Guard Sector North Bend. In support of two District 13 active duty chaplains, he regularly visits most of the Sector’s 10 Coast Guard stations along 217 miles of the Southern Oregon coast to serve Coast Guard personnel and their families. Most recently, Mike participated in the change of command ceremony for the Sector North Bend Commander where he gave both the Invocation and Benediction. In addition to his Auxiliary duties, Mike is a full-time pastor for a church in North Bend. In spite of his busy schedule, he plans to continue his duties in service to the Sector’s Coast Guard personnel and their families for the foreseeable future.

Flotilla 11-04 FSO-PA Scott Prestel has demonstrated an outstanding ability to publicize the US Coast Guard and Coast Guard Auxiliary missions in Southern Idaho. In May, he submitted an article promoting National Safe Boating Week that was published in the Idaho Statesman and initiated a meeting with Governor “Butch” Otter in which a proclamation was made promoting National Safe Boating Week. He also persuaded a TV news crew to attend, film and air a Vessel Safety Examination at the Lucky Peak Reservoir near Boise, Idaho. These achievements of promoting the Auxiliary and safe boating are outstanding examples of what can be done with a little initiative and imagination. In addition to his accomplishments as the FSO-PA, Scott serves as his flotilla’s VFC and FSO-PV as well as the Division 11 SO-PA and SO-PV.

Flotilla 76 member Earl Olson is recognized for his outstanding leadership during the 2018 Portland Rose Festival Fleet Week in June. His participation in the planning and preparation with the Auxiliary operational facility owners, active duty Coast Guard, and other agencies enabled him to develop an operational plan for Auxiliary activities during the week-long festival. Mr. Olson not only coordinated Auxiliary operations but acted as AUXPATCOM to orchestrate communications among the operational facilities charged with maintaining the safety zone for visiting naval ships, guiding recreational and commercial vessels through the safety zone, and maintaining watch during the dragon boat races. His hard work, planning and leadership skills resulted in a very successful effort by the Auxiliary throughout the festival. Earl Olson serves as the Division 7 Operations Staff Officer and holds certifications for boat coxswain and telecommunications operator.

The Aids to Navigation Team (ANT) Astoria (Tongue Point) provides all of the dayboards for District 13. At one time there were 6 Auxiliarists involved in this very important mission, now there is just one dedicated member, Corey Deck, who has been working at the ANT almost every day for several years producing approximately 100 boards a month. His commitment to duty is greatly appreciated by the Coast Guard. Steve Feldscher, D13 ATON Hardware Equipment Specialist, stated “It is a pleasure to work with Corey. He is a very valuable asset to the Coast Guard and I wish we had a few more volunteers just like him.” In addition to his work at the ANT, Corey serves as the Flotilla 71 Vice Flotilla Commander, Assistant District Staff Officer-Vessel Examiners for the Southern Area of the District, and stands ramp duty at the Hammond Boat Ramp during Buoy 10 fishing activities.

George Long is an experienced and knowledgeable Auxiliarist who has served in offices at the flotilla, division, and national levels. Although he recently transferred to Flotilla 73 in Portland to be closer to his home, his reputation as a participating member of Flotilla 71 in Longview, WA, is that of a person always willing to assist and mentor other members. He is also recognized for sharing his in-depth knowledge of the boating practices and policies of the lower Columbia River to visiting Auxiliarists and anglers. George currently assists at MSU Portland and Sector Columbia River, and his certifications include AUX-ACP, Trident, CFVE, IT, AUX-MEES, AUX-MSAM, MDV, TCO, AUX-PA3, and VE.
