Flotilla 4-4's primary goals are to provide boating safety education to the public, observe and report environmental issues, complement active duty Coast Guard missions, and support assigned missions.

The Coast Guard Auxiliary is an active civilian organization under the direction of the Commandant of the U.S. Coast Guard. Despite its uniforms and insignia, the Auxiliary is a non-military body. Auxiliarists donate their time and abilities to the cause of safety on the water.

Membership in the Coast Guard Auxiliary is open to any citizen of the United States and its territories and possessions, who is 17 years of age or older. Facility (radio station, boat or aircraft) ownership and special skills are desirable but not mandatory.
