Flotilla 4-1 is a unit in the 4th Division of the 13th District of the United States Coast Guard Auxiliary, and is based in Port Ludlow, Washington (located a little north of the Hood Canal Bridge on the beautiful Olympic Peninsula). The Coast Guard Auxiliary is an active civilian organization under the direction of the Commandant of the U.S. Coast Guard. Despite its uniforms and insignia, the Auxiliary is a non-military body. Auxiliarists donate their time and abilities to the cause of safety on the water. Their only compensation for services rendered is personal satisfaction. The basic unit of the Auxiliary is the "Flotilla". This is a local group of members and their facilities who work together to carry out the basic programs. The U.S. Coast Guard Auxiliary has several fundamental purposes that are stated as follows in the Act of Congress that established the organization:
In carrying out its stated purposed, the Auxiliary has three basic program areas
These are focused on the objective of greater safety for small-craft boaters. Membership is open to any citizen of the United States and its territories and possessions, who is 17 years of age or older. Facility (radio station, boat or aircraft) ownership and special skills are desirable but not mandatory.
