District Plan

The District Operational Plan is based on meeting goals derived from a SWOT analysis that comply with SMART conditions to demonstrate progress.  The District Staff Officers and Elected Officers will use this strategy to formulate their plans for achieving new levels of growth and development.

The SWOT analysis identifies the Strengths (S), Weaknesses (W), Opportunities (O) and Threats (T) present in today's environment that affect our ability to complete our missions.  Using the information gained from this analysis will allow us to formulate SMART goals.  The SMART goals are Specific (S), Measurable (M), Aligned (A), Realistic (R) and Time Based (T).

Each flotilla and division will create these goals along with each District Staff Officer using the District Business Plan as a guide.  These goals will bring each unit to the level of sustainability needed to provide continuous improvement in meeting our Coast Guard missions and improving our value to the membership
