AN ID CARD IS NOT ISSUED TO A MEMBER UNTIL HE or SHE HAS ACHIEVED "BQ" - Basically Qualified STATUS. For access to bases in the interim period, the new member must carry a copy of the letter that assigned them their MEMBER ID NUMBER.
