Cliff Neve is the Division Commander for District 7, Division 4 (the "Fantastic Fourth"), comprised of the Lake County, Daytona Beach, New Smyrna Beach, and Sanford Flotillas. He previously served as Division 4 Vice Commander and Flotilla Commander for Flotilla 43, Lake County.

Following graduation from the Coast Guard Academy in 1993, Cliff was commissioned as an Ensign in the United States Coast Guard, and during his 20 years of active duty, he served in assignments including Operations Officer in Coast Guard Cutter BRAMBLE; Executive Officer of Electronic Support Unit Seattle; Radio Systems Division Chief at the Telecommunications and Information Systems Command (TISCOM); Presidential Communications Officer and Deputy Chief Information Officer at White House Communications Agency; Assignment Officer at Officer Personnel Management; Assistant Program Manager for C4ISR in the Acquisitions Directorate; and Acting Deputy Commander at Coast Guard Cyber Command. He retired in 2013 at the rank of Commander.

Cliff also serves on the National Staff as the Director of the Cybersecurity Directorate (DIR-Y) and as a Branch Assistant in Public Affairs (BA-ATPA), and is a certified instructor for the Auxiliary Mid-Level Officer Course (AMLOC). He is qualified as a Vessel Examiner, Program Visitor, Instructor, Marine Environmental Education Specialist, and Telecommunications Operator, and is AUXOP, Leadership Level 4, and Auxiliary Public Affairs 1 certified. In addition to the Presidential Service Badge and other active duty awards, Cliff has earned the Auxiliary Commendation Medal, Auxiliary Achievement Medal, Auxiliary Commandant's Letter of Commendation (2), Recruiting Service Award, and Sustained Auxiliary Service Award (8), among others.

His education includes a Master of Science (MS) in Electrical Engineering from the University of Washington, an MS in Information and Cyber Leadership from the National Defense University, and a BS in Electrical Engineering from the Coast Guard Academy. He holds multiple cybersecurity certifications, including CISSP, CCISO, and CISA, and is a Project Management Professional (PMP).

Cliff resides in Groveland, FL, with his wife, Marilyn. He has four grown children and six grandchildren, and is an owner of a cybersecurity company, MAD Security. In what little spare time he has he enjoys playing trivia, HAM Radio (WW4WD), snow skiing, and watching sports.
