Requirement for Up-to-date Navigation Rules On Board; Sources

An up-to-date version of COMDINST M16672.2D Navigation Rules is required to be aboard any Auxiliary operational facility operating under orders.
It is not sufficient to carry a copy of the latest printed/bound book; you must also proactively obtain a copy of the changes since the publication date, and either manually update your copy with pen and ink, or print and have available a copy of the changed pages as an addendum. A complete set of individual page changes can be downloaded from the Coast Guard Navigation Center. See "Resources", below.
The simplest (and least expensive) approach, however, is to simply download, print, and put into a ring binder the latest corrected version of the NAVRULES, also available from the Navigation Center as a pdf download.
Because the links to the specific documents referenced above change with each update, it is impractical to give the specific links here, as they will just break soon. Instead, you are invited to follow the link to the NAVCEN, and download exactly what you need when you need it.
Specifically, on the page entitled "NAVIGATION RULES RECORD OF CHANGES", the first paragraph gives you a link to all the corrected pages in a single PDF file, or to the entire corrected document.
Note that the OPFAC owner is responsible for having the updated NavRules during the annual facility inspection, but the coxswain is specifically responsible to assure that any additional updates have been incorporated in advance of any subsequent patrol under orders.

Operational Facility in District 11SR, and as the checklist for the
annual inspection. Also include a copy of the current vessel state
registration or Documentation, and the current PEPIRB NOAA registration
