D11SR Auxiliary Phase 5 Rollout - January 20, 2023
Phase 5 Required Certifications
Per the Phase 5 Rollout all approved activities require some prerequisite safety requirements to be completed:

NOTE: The Hish Risk Assessment Forms are no longer required for this phase.
- Completion of Course 100293 - Blood-Bourne Pathogen Awareness 2.0. via AuxClassroom. You can obtain the enrollment key from the T-Directorate site.
NOTE: Be sure to login using your USCGAUX account by clicking the button at the bottom of the login page that says "Sing in with USCGAUX".Your completion certificate will be uploaded automatically into AUXDATA II. However it is recommended that you print/snapshot proof of certification and maintain it for your records.
Activity Processes & Procedures - Assignment To Duty(ATD)
ATDs are required for ALL activities which include but are not limited to VSCs, PVs, PA, PE, etc. If you have an approved Blanket ATD for any of these activities from either Phase 3 or 4, that ATD will still be valid for Phase 5.
However if you have been certified in a competency after Jan 1, 2023, you most likely do not have a valid ATD and will need to apply for one via the D11SR Phase 5 Assignment to Duty Process
NOTE: ATDs need to be submitted only for individual missions. For those missions that are group oriented such as Boat Crew or ATAON patrols, these ATDs will be submitted/approved via the requested CG orders.

Q: What do I need to do to conduct a non-Ops Activity (Dealership Visit, VSC)?
A: Refer to the D11SR Auxiliary Phase 5 Rollout for approved activities and restrictions, then follow the D11SR Phase 5 Assignment to Duty Process
Q: How often do I need to update my High Risk Certification form?
A: High Risk Certification forms are no longer required for Phase 5
Q: If have an approved "blanket" Phase 3/4 ATD(s), do I need a new ATD(s) for Phase 5?
A: NO. Your approved Phase 3/4 "Blanket" ATD is good until further notice or the Phase Rollout Plan changes. However, if you never received a "blanket" ATD you must have one going forward. Please keep all ATD approvals for your records.
Q: Am I allowed to board vessels?
A: YES. It is still recommended that we conduct as much of the VSC outside in the cockpit, but for those items below decks we are now permitted, with the owner's permission of course, to board the vessel. We are still required to wear PPE (masks and gloves) and social distance. If the owner is uncomfortable with you boarding, then you're back to taking pictures. I suggest this is discussed prior to the exam so you can still maintain your 30 min time limit.
Q: Are trainees allowed to shadow VEs?
A: YES - Bubbles are no longer required, so trainees and those who are REYR are now allowed to be alongside a VE for training purposes.
Q: Are more than 1 VE allowed to conduct an exam?
A: NO - Multiple VEs can be present at a site or event, but only 1 VE per VSC are allowed at this time.
Q: If I'm a VE, do I need to submit a new ATD for each VSC?
A: NO - You will submit 1 ATD for all VSCs under Phase 5.
