The Port Royal Flotilla held its annual Change of Watch on December 6, 2019. Pattie McGowan and David Bernacki were reinstalled as Flotilla Commander and Flotilla Vice Commander for 2020. Captain Reed, Sector Charleston Commander, spoke at the COW and presented several awards.
Mark Ratliff received the Auxiliary Commandant's Letter of Commendation for his work with Information Systems and Navigation Systems.
Pat McGowan received the Auxiliary Commandant's Letter of Commendation for his work with the Vessel Examination and RBS Program Visitor Programs.
Bill Ballard received the Auxiliary Commandant's Letter of Commendation for his work with Member Trainng.
The final award of the night was the Hart Award, the flotilla's unique trophy for the Auxiliarist of the Year, which went to Pat McGowan.

The Coast Guard Auxiliary is recognized by the Internal Revenue Service as a government entity. The United States Coast Guard Auxiliary has never been a not-for-profit entity or any other type of charitable organization. No Auxiliarist or any element or unit of the Auxiliary should ever represent to anyone, vendor, contractor, financial institution, or state, or local governmental municipality, that the Auxiliary or any of its units is a not-for-profit or charitable entity. We are not.In contrast, the Coast Guard Auxiliary Association, Inc., ("The Association" or "CGAuxA"), to which all members of the Auxiliary belong, is a not-for-profit corporation incorporated in the District of Columbia and granted tax exempt status under Internal Revenue Code subsection 501 (c) (3). It is the only entity established by the National Board of the Coast Guard Auxiliary and authorized by the Commandant to manage all fiscal matters and fundraising efforts in support of Auxiliary activities not funded by the Coast Guard. See the Auxiliary Manual Chapter 5, section H. Without specific authorization from the President of the Association, no member of the Auxiliary is authorized to open accounts or transact business of any kind in the name of the Association.
Any unit which has obtained a tax-exempt certificate from any state government or local municipality based on representations that it is a not-for-profit or charitable entity must have that certificate revoked and, if the local law permits, ask that it be reissued on the basis of its status as a government entity. Your DSO-LP should be requested to handle that process.
The applicable Commandant Instruction states that the proper Federal taxpayer identification number (sometimes called “employer identification number” or “EIN”) issued by the IRS for all units of the Auxiliary, 52-1500576, should be used on all Auxiliary unit accounts. See Auxiliary Manual, COMDTINST M16790.1 (series) Chapter 5 subsection N.3. No unit may obtain or use any other identification number. Units that have accounts under any other number shall request that the financial institution in which those accounts are held replace that number with the authorized number.
There are no exceptions. Units encountering any resistance to the use of the authorized number from any financial institution or vendor should either select others with which to do business or seek assistance from the district’s DSO-LP to resolve the conflict.
Under no circumstances may an Auxiliarist acting on behalf of a unit of the Auxiliary communicate with the Internal Revenue Service for any purpose without permission from the Chief Director of the Auxiliary obtained through the chain of leadership and management. “Auxiliarists shall not communicate with officials of other Government agencies in the name of the Auxiliary unless the Chief Director determines that the need for such communication is consistent with Coast Guard and Auxiliary policy, and grants specific permission in advance of the communication…” See Auxiliary Manual, Chapter 5 subsection B.1 The Chief Director has granted permission to all DSO-LPs to communicate directly with federal or state tax officials to correct any errors described in this message.
There are exceptions to this instruction; however none of those exceptions authorize communication with the Internal Revenue Service on behalf of a unit of the Coast Guard Auxiliary without first obtaining the required permission.

When you attend any US Coast Guard Auxiliary function or conduct any business related to the US Coast Guard Auxiliary, you should document the preparation time, travel, and any non-reimbursable costs on a form ANSC 7029. This form should be forwarded to the Flotilla FSO-IS (Information Services), Mark Ratliff ([email protected])at the end of each month. The status, qualifications, and activities of all members and units in the USCG Auxiliary are tracked in the Auxiliary Data System (AUXDATA) utilizing the member number. Since the Auxiliary plays a significant part in the USCG accomplishments, it has a direct bearing on USCG funding. Reporting is very important to you, your Flotilla and Division and the Coast Guard. This will also help you document your tax deductions for the year. Did you also know that the purchase of uniforms and equipment, as well as their cleaning and maintenance are tax deductible and the time and non-reimbursable costs should also be reported. The ANSC 7029 may be required in addition to the following forms:
When you conduct/perform any mission activity, it should be reported on a form ANSC 7030, documenting the mission, and the personnel who participated inthe mission, other than those listed below. This form should also be forwarded to the FSO-IS, Mark Ratliff ([email protected])
after the mission has been performed with a copy to the FSO-OP (Operations), Bill Ballard ([email protected]).
When you conduct/perform any Vessel Examinations, it should be reported on a form ANSC 7038, documenting the number of VE’s, and any TRAINEE activity. This form should also be forwarded to the FSO-IS, Mark Ratliff ([email protected]), either after the VE’S have been conducted or at a minimum, once a month.
When you conduct a Workshop/Training activity, it should be reported on a form ANSC 7039, documenting the activity and attendance. This form should also be forwarded to the FSO-IS, Mark Ratliff ([email protected]), upon completion of the activity.
When you conduct a Recreation Boating Safety/Marine Visit it should be reported on a form ANSC 7046, documenting the visits and the personnel involved, especially Trainees. This form should also be forwarded to the FSO-IS, Mark Ratliff ([email protected]), upon completion of the activity.
When you conduct a Aids to Navigation mission/activity, or submit a report, it should be reported on a ANSC 7054, documenting the details and the personnel involved, especially Trainees. This form should also be forwarded to the FSO-IS, Mark Ratliff ([email protected]) upon completion of the activity.

FORM ANSC 7012 - Vessel Safety Check (VSC)
A rule making effort is currently underway to revise the domestic regulations of 33 CFR 151 (APPS) to accurately reflect U.S. requirements under a revised MARPOL Annex V. The international MARPOL requirements go into effect on 1 January 2013, but domestic rule making will not be ready by that time. This rule making has been delayed probably to April 2013. A draft interim rule is changing the placarding requirements for domestic vessels even down to the placard size specifications (increased from 36 square inches to 40 square inches as minimum size). After 1 January 2013, and until the domestic rules are published and new placards are available, it will not be possible for vessels 26 feet and over to comply with the MARPOL Trash Placard requirement found as Item 11 on Form ANSC 7012.
Due to this inability for vessels 26 feet and over to comply with Item 11, Vessel Examiners are hereby instructed to consider Item 11 on Form ANSC 7012 as “N/A” for all vessels for the Calendar Year 2013, or until otherwise directed. Vessels otherwise satisfying all VSC decal requirements may be awarded the decal during Calendar Year 2013. This should give ample time for the domestic rules to be developed and published in the Federal Register and for new compliant placards to be developed, produced, and distributed throughout the Recreational Boating community. As funding becomes available, the Coast Guard may procure and distribute updated MARPOL decals for distribution via ANSC. This interim guidance for the VE program will be amended/superseded as new placards become available through commercial sources of supply or other means.
This interim guidance is not intended to encourage Vessel Examiners to totally ignore Item 11 on Form ANSC 7012 while conducting Vessel Safety Checks in 2013. Throughout 2013 Vessel Examiners and other members having contact with the recreational boating community will have an excellent opportunity to carry on instructional conversations about the new MARPOL placard requirements that are being developed to heighten awareness of recreational boaters about the need to understand and comply with the MARPOL requirements and to alert them to be aware that they need to procure and install new placards as soon as they become available. In the long run such conversations may enhance the effectiveness of the teaching opportunities available during the conduct of Vessel Safety Checks.

The new Radiotelephone Manual (IRT Radiotelephone Handbook CGTTP 6-01.1A, 16 JAN 2013) specifies a procedure for responding to MAYDAY calls which includes speaking the word “MAYDAY” in the reply.The Coast Guard is recommending we continue with the language currently in use, and respond when needed with “Vessel in Distress” rather than “MAYDAY Vessel” to avoid any confusion about who is calling MAYDAY.

BOAT CREW TRAINING - Mission Codes
01a - MOM - Maritime Observation Mission (MOM) aka Safety Patrol.
Some MOM's will have a specific purpose but they are usually "show the
flag" patrols when we cruise our Area Of Responsibility (AOR), keeping
an eye out for boaters in need of our assistance. Hoisting operations in
support of Air Station Savannah come under code 01a.
02 -
Regatta/Safety Zone Support. Perform perimeter security or safety zone
for events. Examples are the Annual Dragonboat Races, Beaufort Water
Festival, and the 2018 crash of an F-35 during which we provided a
security cordon on the waters around the site.
03 - Navigation Systems Patrol. Used when our primary purpose is inspecting PATONS.
