Each year, our flotilla recognizes one Flotilla member, for unbridled willingness to serve in any capacity for the betterment of the Coast Guard Auxiliary. The Leonard Lubman Memorial Award
Each year, our flotilla recognizes new Flotilla members, for excellence in meeting training goals for the betterment of the Coast Guard Auxiliary. This award is named after Leonard Lubman who set the example for us in active membership mentoring and encouraging new members until the day he passed over the bar.This award is presented our new members of Flotilla 5-12, for outstanding performance during in meeting and exceeding new member goals for this year. As a new Flotilla Flotilla member, you have exemplified Leonard Lubman’s unbridled willingness to take on new challenges and get qualified for service in the areas of Vessel Examinations, Program Visitors, and Private Aids to Navigation.
In keeping with the theme of the Guardian Ethos of the United States Coast Guard, you have taken the initiative by studying and passing the mandatory FEMA Incident Command Systems ISC 100 and 700.
You studied the program manuals, passed the online exam and worked closely with a qualified mentor to pass qualification standards.
The dedication, pride, and professionalism displayed by our new member are in keeping with the highest traditions of the United States Coast Guard and the Coast Guard Auxiliary.
You deserve the Leonard Lubman Memorial Award as the result of your outstanding efforts and fellowship to support the United States Coast Guard Auxiliary. I am honored to present this award to you.

OPERATIONAL EXCELLENCE AWARD
The Operational Excellence Program provides Coast Guard Auxiliary boat crews with a challenging opportunity to highlight their proficiency and skills, foster teamwork, encourage offers for use of surface facilities, and promote fellowship among operational members. The program is neither mandatory nor meant to replace qualifications or certification requirements. All program participants shall follow the policies and procedures established in the Coast Guard Auxiliary Operational Excellence Program, COMDTINST 16794.4 (series), in order to earn this award.
