Flotilla 28-12 began to take form in 1979 after the original Coast Guard Station was closed down.  During the following two years, Coast Guard members trained and oriented the courageous and dedicated individuals who would form the first Auxiliary.  This first group was comprised of nine members.
On October 1, 1981 the USCG transferred command and operation of Station Grand Marais to CG Auxiliary Flotilla 28-12.  At this time, Grand Marais became the 5th Coast Guard Auxiliary operated rescue station on the Great Lakes.
