Message from D7 Commander


D7 Staff and Commanders:

As we welcome the New Year, Captain Gould, Master Chief Hooker and I thank
you for your exceptional and dedicated service. In 2016, D7 saw 33,000
vessels and over 15 million passengers arriving at our ports, which include
the three largest cruise ship ports in the world. You ensured the safe
execution of commerce in diverse port communities including the latest Post
Panamax container ships as well as smaller Caribbean coastwise trade. You
safely executed the largest mass-rescue in over 30 years as 511 passengers
were rescued from the burning ferry Caribbean Fantasy off of San Juan,
Puerto Rico.

You interdicted, more than 5,000 migrants at sea; the restraint in response
to instances of non-compliance by some of those migrants is a testament to
your professionalism. District Seven carried the heaviest Search and Rescue
case load of any District and your efforts ensured that hundreds of people
were returned safely to their families from perils at sea. You seized more
than 30,000 kilograms of cocaine at sea, a significant increase in

You prepared for and responded to Hurricane Matthew, an extremely dangerous
storm that impacted the entire district. Your collective preparations and
response ensured the safety of our assets and personnel while enabling the
swift reconstitution of our ports to resume commerce. Your response
included the prompt restoration of more than 500 ATON discrepancies alone.

Active Duty, Reserve, Civilian and Auxiliary personnel. We thank you for
your continued commitment to service. As we enter 2017, we can be certain
to face new opportunities and challenges in the maritime environment. We
are confident in your ability to respond to these challenges with the same
professionalism and dedication to duty you displayed throughout 2016.
