Flotilla 4-1’s Steve Daly, FSO-PE (Flotilla Staff Officer – Public Education) has been conducting boating classes for over 10 years.  His classes go beyond the basic chapters needed to pass the Boating Skills & Seamanship (BSS) exam to include additional skills like marlinspike seamanship, navigation and boat handling.
