1. All Auxiliarists are highly encouraged to review the latest version of the Auxiliary COVID-19 Reconstitution Guide which has been posted in AUXDATA II and to the following link: Auxiliary Reconstitution Guide. (To review the guide in AUXDATA II, login to AUXDATA II; from the AUXDATA Navigation Bar select "More," then “Files,” and then select “Libraries.” The guide and other relevant COVID-19 information with be located in the folder listed as “CG Auxiliary COVID-19 Guidance.”) If you have any questions regarding the content of the guide, please reach out to your Chain of Leadership and Management (COLM).

2. This guidance is intended to provide assistance to the Director of Auxiliary (DIRAUX), Coast Guard units, and Order Issuing Authorities (OIA) on how to use Coast Guard Auxiliarists in the safest way possible during the COVID-19 Pandemic. Knowing that the spread of the Pandemic is different in every area, region, state, city, town, etc., DIRAUXs and OIAs may deviate from this guide as they see fit for their cognizant areas of responsibility (AOR).

3. This guidance provides Auxiliarists a safe way to move forward during the Pandemic and also combines and supersedes the following four ALAUXs: ALAUX 003/20 (Novel Coronavirus (COVID-19) - Auxiliary Awareness); ALAUX 027/20 (Temporary Suspension of Online Proctor Requirement for AUXOP Specialty Course Exams); ALAUX 011/20 (Webinar Delivery of the TCT Refresher - COVID-19); and, ALAUX 032/20 (Auxiliary Currency Maintenance Changes for CY 2020).

4. DIRAUX offices, Coast Guard units, and OIAs are continually assessing operational risks posed by COVID-19 and developing mitigation strategies in advance of mission performance. They remain the best sources for guidance regarding Auxiliary assignments to duty within their AORs. All Auxiliarists are expected to help them by exercising caution and strictly adhering to all Coast Guard guidance.

1. All Auxiliarists are encouraged to read the following message from the Commandant regarding the COVID-19 vaccine.

To the Women and Men of the United States Coast Guard,

We are at another critical stage of the ongoing COVID-19 pandemic. As the U.S. begins to administer the first vaccines for the SARS-CoV-2 virus across the nation, the Coast Guard has started to administer the vaccine to our workforce as part of the Department of Defense plan for the Joint Force. These vaccines, which are currently voluntary, are a safe, effective measure to protect Coast Guard personnel, and by extension our families, against COVID-19.

In the early stages of vaccine administration, limited quantities will be available. The Coast Guard plan to administer the vaccine is part of the larger Department of Defense plan, both of which follow the national prioritization set by the Centers for Disease Control and Prevention. Coast Guard medical personnel will receive vaccination priority, and subsequently perform vaccinations for Active and Reserve personnel and select civilian employees in critical essential support roles as vaccine becomes available. As quantities increase, the Coast Guard will increase distribution and administration across our force. The Coast Guard does not plan to administer vaccinations to most civilian employees, Auxiliarists, dependent family members, or retirees; we will instead, provide best available information on when and how you can receive a vaccine as soon as it is available.

While vaccination is voluntary, I encourage each of you to get vaccinated as soon as it is available to you. I also ask that you encourage your shipmates, family members, and friends to get vaccinated as well. I plan to receive the vaccine as soon as it is made available to senior military leaders. Getting the vaccine is about more than protecting ourselves; vaccination will help protect our families, shipmates, friends, and the citizens we are honored to serve.

As a Nation, we will emerge from this pandemic through widespread use of a safe, effective vaccine, combined with continued adherence to our current mitigation measures, including mask-wearing, physical distancing, and hand washing.

If you have questions about the vaccine, please ask your medical provider. The health and resilience of every member of our Coast Guard (Active, Reserve, Civilian, Auxiliary), and our loved ones, are the foundation of Coast Guard readiness.

Thank you for your perseverance, devotion to duty, and vigilance as we continue to navigate this pandemic. We remain Stronger Together.

Good Afternoon D11 Northern and Southern Auxiliary,

I hope you had a nice Thanksgiving and were able to enjoy time with family and friends, even if it was virtually. Things continue to look different in 2020 that is for sure. As you all prepare for the upcoming holidays and the end of 2020 I would like to bring your attention to a few things.

1. ALAUX 034/20 TERMINATION OF ADOBE FLASH PLAYER SERVICE IN 2020 was released yesterday. From the title you may not think this ALAUX applies to you but many of the CG Auxiliary and CG Active duty online trainings will not be available after December 28, 2020. A list of training that will not be available after December 28 is in the ALAUX and I strongly encourage you to review it and complete any training you have coming or think you may need in the next few months. Efforts have begun to convert these trainings into operable versions but there will be a delay and anticipated completion is not until February or March of 2021.

2. Many areas of D11 are seeing spikes in COVID-19 and states and counties are putting into place stricter COVID-19 Health orders or stay-at-home orders. Currently I do not see D11 Auxiliary shifting from Phase 2 but remember that Phase 2 requires you to adhere to current State, local government and D11's COVID-19 guidance on social and business restrictions. Unless you are specifically requested by an Active Duty CG unit to complete an essential activity then you must follow the local guidance if it is more restrictive than D11 guidance.

ALAUX 034/20 - TERMINATION OF ADOBE FLASH PLAYER SERVICE IN 2020

Subj: TERMINATION OF ADOBE FLASH PLAYER SERVICE IN 2020


1. Adobe Flash Player is a computer software that has been used for many years in the development of multimedia tools that contain rich Internet applications and streaming audio and video. It has been popularly applied to the creation of many Coast Guard and Auxiliary training tools like online courses and slide presentations. Unfortunately, Adobe Flash Player will become obsolete by the end of 2020. The ability to run Adobe Flash Player in Microsoft Edge, Internet Explorer, and other browsers will be removed across all supported versions of Microsoft Windows. In effect, users will no longer have any ability to enable or run Adobe Flash Player, and Coast Guard files that leverage it will be rendered inoperable by December 28, 2020.

2. Due to this impending loss of Adobe Flash Player, several Coast Guard and Auxiliary courses that are normally available through the Auxiliary Learning Management System (AUXLMS) have either already become unavailable or will no longer be available after December 28, 2020. Even if these AUXLMS courses are relocated elsewhere (e.g., to the Auxiliary Online Classroom), they will still be rendered inoperable by the loss of Adobe Flash Player. The following table summarizes the status of several courses of interest to Auxiliarists:

 3. Efforts have been initiated to convert Coast Guard and Auxiliary courses from their current versions to operable versions that do not rely upon Adobe Flash Player. However, these conversions are not expected to be completed until February-March 2021. Auxiliarists are therefore strongly encouraged to complete online course work by December 28, 2020 if it involves courses that will no longer be available by that date.

Approval of Phase II of the AUX Reconstitution Plan

D11 Auxiliary Members,

I am very (alright, extremely) pleased to announce that Phase II of the AUX Reconstitution Plan for D11 has been approved and is ready to share. Below you will find a memo from CDR Keenan (DIRAUX) with information regarding what missions are now approved, and the COVID related precautions needed for each. Please review them carefully, and review the attached “Phase II FAQ”. If your questions are still not answered, please go up your Chain of Leadership. Most of the Division Commanders attended a webinar briefing on the subject last night.

We have updated the online Request Assignment to Duty form to capture the new missions approved, and created a “COVID Bubble” request form. We will make both forms available on our District website, in the COVID tab:

As we embark on the next phase of COVID recovery for the AUX, it is IMPERATIVE that we all adhere to the guidelines referred to in this email and its attachments. We cannot stray from any of them, or we risk the cancellation of Phase II! PLEASE follow the rules!!

Memo from CDR Keenan (DIRAUX):

**Only the below listed Auxiliary Activities and activities that can be completed virtually are authorized in D11. For all other Auxiliary Activities a waiver must be routed to the D11 Chief of Prevention for final approval determination.**

In accordance with Update 1 - D11 Novel Coronavirus (COVID-19) - D11 Auxiliary Awareness and Guidance (Phase 2) approved by District 11 Chief of Prevention and Auxiliary COVID-19 Reconstitution Guidance put out by CG-BSX-1 the Following activities may be approved by the appropriate order issuing authority (OIA): Private Aids to Navigation Verifications, Marine Dealer/ RBS Program Visits, Telecommunications (site visits), Vessel Safety Checks, OPFAC Inspections and Proctoring. The following activities may be completed under Phase 2 if requested and approved by the appropriate Order Issuing Authority (OIA): Operational missions, AUXCLERGY, Office work and other activities as specifically requested by an Active Duty unit. In order to be assigned to duty for these activities you shall follow all personnel protective equipment and training requirements outlined in the two above mentioned documents. In addition every Auxiliarist participating in one of the approved activities must complete and submit (one time only) the Aux-COVID-19 High Risk Certification Form (BEFORE requesting assignment to duty) and submit it to the DIRAUX office mailto: [email protected] or [email protected] in order to be considered for assignment to duty. A new Aux-COVID-19 High Risk Certification Form does not need to be submitted with each request for assignment to duty as long as the member states that the form has been submitted and there are no changes to the member’s status.

Flotilla Officers cannot authorize assignment to duty during Phase 2.

Due to current District Eleven policy prohibiting Active Duty members from commuting in uniform, Auxiliary members will only be authorized to wear an Aux polo and khakis or clean pants/shorts for approved activities unless specifically authorized in an approved Assignment to duty Request.

All approved activities are to be conducted individually unless otherwise noted specifically below or being conducted with a member of the same household or a member within their established COVID bubble. All Assignment to Duty Request forms, Aux-COVID-19 High Risk Certification Forms and COVID bubble lists, if completing the assignment within the bubble, must be submitted to the appropriate DIRAUX office via the shared email inbox at least one week prior to the requested assignment to duty date. The DIRAUX Office will forward the request to the appropriate OIA. A member may request assignments to duty for one activity for a week at a time. For example if an examiner would like to complete VSCs on Thursday, Friday and Saturday they may submit one request for all days one week in advance.

D11 Auxiliary members may form a “COVID Bubble” of no more than 6 people. A COVID bubble is a stable group of 6 members or less who have collectively agreed to limit their in-person Auxiliary activities where they may not be able to maintain social distancing to only each other and agree to follow all mask and social distancing guidelines in their day to day social interactions. Prior to entering a COVID bubble, members should ensure they have not participated in any high risk activities as outlined by CDC and have practiced social distancing and appropriate mask wearing for 10 days prior. Members of a COVID bubble should remain stable for a period of at least 3 weeks before making any personnel changes and a member shall only belong to one COVID bubble at a time. A member must self-isolate for 10 days after leaving one COVID bubble and be symptom free before they may join a new COVID bubble. COVID bubbles may complete Auxiliary activities/training together in an outdoor setting and should maintain social distancing and wear masks as much as possible to reduce the risk of contracting COVID-19. Once formed, the list of all members in the COVID Bubble must be emailed to the appropriate DIRAUX Office shared email. Any changes in personnel or the disestablishment of the COVID Bubble must also be emailed to the appropriate DIRAUX Office.

DIRAUX and Auxiliary Leadership will continue to monitor the COVID-19 situation within the District and propose an appropriate Phase 3 to the District Eleven Commander in order to maintain member’s health and safety.

Approved Phase 2 activities/training are:


   a. Private Aids to Navigation and Bridge Verifications. Missions that can be completed from land are authorized. Missions may also be completed via surface patrol only if part of an approved patrol within a COVID bubble.

   b. Marine Dealer Visits or RBS Program Visits (PV). Individual visits may be made to marine dealers for ‘no-contact drop-off’ of up-to-date boating safety materials only. The public-facing or Q&A portion of this Auxiliary mission is prohibited.

   c. Telecommunications. Missions that can be completed with a single member and do not involve public interface are authorized.

   d. Vessel Safety Checks (VSC). May be completed if they can be performed without boarding the vessel. The Examiner may stand alongside the vessel from a pier or a trailer as long as they maintain social distancing from the owner. Auxiliarists should leverage technology to complete VSCs via photographs.


(1) Examiners will work with the vessel operator/owner to work through a vessel exam. Examiners should have owners point to or hold up items and take pictures of items that cannot be viewed from outside the vessel. If space permits and social distancing can be maintained, there may be more than one examiner at a site (i.e. marine dealer parking lot), but for the exams, only one examiner/trainee may be working in concert with the vessel owner.

(2) Sign-in sheets are recommended for areas where more than one exam is being requested (i.e. boat ramps) to assist in flow and order of the exams. The examiner should maintain control of the sign-in sheet and write the owners name and contact information down to minimize the handling of clip boards and pens. If a clipboard or pen is handled by multiple people it must be sanitized after each use.

(3) If it is determined that a complete vessel exam cannot be completed while maintaining the above social distancing practices, the boat owner should be directed to the virtual VSC checklist (https://wow.uscgaux.info/content.php?unit=V-DEPT&category=virtual-safety-check) and the examiner should retain the owners contact information so they can be contacted when social distancing requirements have been relaxed and the VSC can be completed.


   e. Operational Facility (OPFAC) Inspections. OPFAC inspections may be completed in accordance with regional policy so that the majority of the inspection is completed virtually with specific key items verified in person by a qualified VE.

   f. Proctoring. Member to member exam proctoring is authorized as long as PPE is worn and six feet of physical separation is maintained at all times. Only one-on-one testing may be conducted.


(1) For tests proctored on a computer, hand sanitization should be used by the proctor and the student before using the keyboard.


g. Citizenship Verifications. Potential new member citizenship verifications may be completed as long as PPE is worn and six feet of physical separation is maintained at all times. Only one-on-one verifications may be conducted.

h. Operational missions as requested and authorized by Sectors and Air Stations. Sector/Air Station Commander requested Operational/ Marine Safety/ training activities must be authorized by the appropriate active duty OIA. OIAs will determine when each mission is to be conducted and should work with the Auxiliary Sector Coordinator to assign Auxiliarists as needed. In accordance with the COVID19 PLANORD, each mission requires the OIA’s completion of the Pandemic and Emerging Infectious Disease Risk Assessment and implementation of appropriate risk mitigation strategies. In accordance with AUXILIARY COVID-19 RECONSTITUTION GUIDANCE, all members performing ordered patrol missions must take Blood Borne Pathogens Training (Course #100293) and provide a copy of course completion to the DIRAUX shared email. The requesting CG unit must insure that Auxiliary members are trained and outfitted with all required COVID-19 safety protocols and PPE. Approved Operational/ Marine Safety/Training activities are as follows:


(1) Watchstanding

(2) AUXCHEF

(3) Marine Inspections (Commercial Fishing Vessel Exams and other Inspections as approved by Sector Prevention Departments).

(4) Underway Training: Auxiliarists can now request orders through AUXDATAII solely for underway training. All crewmembers must be in the same COVID bubble.

(5) Support to the Port Safety and Security Program including providing facilities to perform the Maritime Observation Missions (MOM), performing harbor and anchorage patrols, providing assistance to Coast Guard Forces in safety zone enforcement or performing port facility and vessel verification visits. For any surface or air patrol, all crewmembers must be in the same COVID bubble


   i. AUXCLERGY. Qualified Auxiliarists can perform the AUXCLERGY mission if requested by an Eleventh District Chaplain.

   j. Office work and other activities not specifically listed. At the request of a CG unit and with Unit Commander or Division Chief approval, office work and other activities not specifically listed, to include Aux HS, may be authorized. If an activity is approved, the requesting unit must ensure CG facility access is authorized for the Auxiliary member under local policy or request access accordingly.


Please be patient with DIRAUX as they process the orders for this new Phase. It is just as new to them as it is to us! A little more patience is greatly appreciated!

Subj: AUXILIARY ELECTION POLICY CHANGES

1. In order to facilitate the conduct of electronic voting at Auxiliary district, division, and flotilla organizational levels during the COVID-19 pandemic, and in accordance with provisions of ALAUX 013/20 regarding the conduct of business at those organizational levels, the following sections of the Auxiliary Manual, Commandant Instruction M16790.1 (series), are changed to read as follows:
  • 4.F.3.c. Unit standing rule provisions at district, division, and flotilla levels that allow nominations from the floor are suspended for elections held electronically. Nominations from the floor are not permitted during such elections. All candidates for elections to be held electronically shall submit their letters of intent so as to be received by the Auxiliary unit leader no later than 14 days in advance of the election. For elections held as part of an in-person meeting, nominations from the floor remain authorized, shall be conducted in accordance with applicable provisions in the unit’s standing rules, and the nominator shall be responsible for ascertaining the eligibility of the nominee subject to verification by the Director before the election.
  • 4.F.3.h. All elections shall be by secret written ballot unless there is only one candidate for a particular office. When there is only one candidate for a particular office, only one vote need be cast for that candidate to be elected.
2. These changes are effective immediately albeit on a temporary basis the duration of which shall end as determined by the Chief Director of Auxiliary.

AUXDATAII Account Rollout

29 April 2020

ALAUX 010/20 announced the rollout of AUXDATA II accounts to DIRAUX users the week of April 20 and the planned rollout of accounts to Order Issuing Authorities (OIAs) and Auxiliary users (Auxiliary District Information Services officers and Help Desk / Service Request Team) the week of April 27.

This message announces the plan for rollout of all accounts to Auxiliarists over the next few weeks and provides additional information in support of the rollout.

Account Activation: When your account is ready to be activated, an email will be sent to your primary email address in AUXDATA II from “USCG Auxiliary Members Community [email protected]” with the subject “Your new USCG Auxiliary Members Community password”. Click on the link in the message and follow the instructions for activating your account in the new system. Additional information is available in the “Account Activation” overview on the National website AUXDATA II page. If by the end of the planned week for rollout of your account, you have not yet received an email, and you have checked your spam or junk folder, contact [email protected].

AUXDATA II Help Desk / Service Requests: The newly-formed AUXDATA II Help Desk / Service Request team will handle AUXDATA II-specific service requests, or “tickets”, related to member and unit information, facilities and patrol orders, tasks and competencies, activity logs, and reports in AUXDATA II. The current National Help Desk will remain in place to handle questions from members of the general boating public as well as other issues unrelated to AUXDATA II. To submit a service request, you must be logged into AUXDATA II. Click on “Requests”, then “New”, then “Service Request” and complete and save the online form. As with the National Help Desk, before you submit a service request to the AUXDATA II team, communicate with your IS Officer and/or Flotilla Commander, and review the Frequently Asked Questions, video guides and tutorials available on the National website AUXDATA II page.

Recommendations for Improvements / Feature Enhancements: AUXDATA II is a new system, and it will be continuously evolving and improving. The vendor contract and technology make this system easily adaptable with enhancements and upgrades coming in regular intervals. The Coast Guard is establishing a process to capture, catalog, validate, and prioritize issues and recommendations received from user feedback. If you have a proposed feature enhancement that could improve the system - whether it is something small or cosmetic, or large like a better way to perform a process – submit your proposal to your IS Officer for review by the District IS chain of management. All District-approved recommendations will be passed on to the National Staff for further consideration by the Configuration Advisory Board.

Consequences for not completing the online RM 2.0 class by 30 April

COMPLETION OF THE INTRODUCTION TO RISK MANAGEMENT COURSE

Ref: (a) BSX Policy Letter 19-01 of 01 Feb 19, Risk Management Training Requirements for the Auxiliary

Reference (a) established a deadline of 30 April 2019 for completion of the Introduction to Risk Management Course for those members who are required to complete the course. The following direction is provided to promote accountability:

  1. District Commodores (DCO) and Directors of Auxiliary (DIRAUX) are expected to collaborate and support district staffs to ensure members meet the established course completion deadline and manage any extension requests.
  2. Any enforcement action should not be taken until after 15 May 2019 to allow all course completions prior to the deadline to be recorded in AUXDATA.
  3. Members who have a competency-based requirement and who haven’t completed the course by the deadline may request an extension. Extension requests must provide good reason why the deadline could not be met. Extensions shall not be granted beyond 01 June 2019. If not completed by then, the member will have all of their certified competencies that require completion of the course placed into Required Yearly Not Met (REYR) status, and may neither request nor accept orders. Members shall be taken out of REYR status and have their currencies restored once they’ve completed the course and all other requirements for the competencies have been met.
  4. Elected and appointed officers who haven’t completed the course by 01 Sep 2019 will be ineligible for election and appointment to office. Members who are in two-year offices and haven’t completed the course by 01 Sep 2019 shall be subject to removal from office. The Executive Committee (EXCOM) will consult prior to any such removal within the district/region, as will the National Executive Committee (NEXCOM) prior to any such removal at national level.

Boy Scouts of America, Youth Protection Program

This program is headed up by our District Captain of Response Jerry Edelen. In preparation to partnership with Sea Scouts, which will be announced by National, all auxiliarists who involve with Sea Scouts must complete this 1-hour online training program:

Upon completion of this requirement, AUXDATA will register the result.

GAR 2.0

The old 4hr-TCT class is now replaced by GAR 2.0 which will be taught by gold side only. Members must completed the online "Introduction to Risk Management", class ID # 100202 available in Aux Learning, before one can take Gar 2.0. All Auxiliary staffs and crews must complete Risk Management by April 30, 2019.

After completing "Introduction to Risk Management" (100202), members who participate in operational activities must complete Gar 2.0 within 15 months. The 1-hr Operational Workshop and the 1-hr TCT must be taken every years. Whether Gar 2.0 will be required annually is still being determined by the USCG and National Auxiliary, so stay tuned!
